
The nexus of U.S. national security and civil nuclear technology leadership has been widely discussed by thought leaders and powerfully underscored by Russia’s invasion of Ukraine. Yet despite growing global demand, the United States often lacks a coordinated presence in foreign markets. Many countries express a desire to partner with the United States, but find that competitors like Russia and China offer more comprehensive packages – including state-backed financing, fuel take-back, and long-term operational support – even in markets where U.S. tools such as the Export–Import Bank cannot extend credit. While the United States has strong capabilities across agencies such as DOE, State, and Commerce, these efforts are sometimes fragmented and less visible to international partners. Strengthening coordination and expanding the reach of U.S. engagement tools will be essential to sustaining American leadership in the global nuclear market.

- U.S. policy efforts to accelerate innovation in the domestic industry and other related issues such as relicensing, regulatory reform, and technology development
